Abstract

This article highlights that elections are the most important political process
that ensures the legitimacy and legality of state bodies, that citizens are the main
subjects determining state policy through elections, and that citizens are the decisive
force through their participation in social and state-wide processes through voting.
Early voting of voters in referendums and elections highlights important and
specific aspects of referendum and election processes
